February 20, 2025 –  Emily Bohmbach, Senior Project Manager of the Transforming Children’s Behavioral Policy and Planning Committee (TCB), testified before the Children’s Committee regarding H.B. 6951 (An Act Concerning Children’s Behavioral Health Services). Her testimony underscored the bill’s crucial focus on strengthening children’s behavioral health services in Connecticut.

 

H.B. 6951 addresses three key areas that are vital for ensuring equitable and effective care for children and families:

 

The bill proposes a thorough review of crisis service utilization and anticipated demand. This review will be instrumental in identifying gaps in existing services, assessing the effectiveness of current marketing efforts, and analyzing resource allocation. Understanding where services are lacking and how resources are being used is essential for optimizing impact and ensuring that children receive the support they need, when they need it.

 

H.B. 6951 also seeks to standardize data collection practices for School Based Health Centers (SBHCs). Improved and consistent reporting mechanisms will not only highlight challenges and opportunities related to data collection but also enhance communication and service monitoring. SBHCs play a critical role in providing accessible healthcare to children, and better data will empower these centers to serve their communities even more effectively.

 

Finally, the bill addresses the ongoing funding needs of Mobile Crisis services through the Department of Children and Families (DCF).
