IMRP Associate Director and Project Manager, Connecticut Racial Profiling Prohibition Project

Since 2012, Ken has managed the Connecticut Racial Profiling Prohibition Project (CTRP3) at the University of Connecticut’s Institute for Municipal and Regional Policy. The project enforces Connecticut’s Alvin W. Penn Racial Profiling law, which mandates law enforcement agencies to collect and report traffic stop data to the state. Ken coordinates data from 107 law enforcement agencies and has co-authored nine statewide reports analyzing police data for evidence of discrimination. He has also investigated significant racial and ethnic disparities in over 30 municipal police departments across Connecticut.
Beyond racial profiling, Ken has played a key role in criminal justice reform in Connecticut. He served on the Connecticut Bar Association’s Policing Task Force, co-chaired its Data Subcommittee, and supported the Connecticut Police Transparency and Accountability Task Force. Additionally, he is a member of the Connecticut Police Officer Standards and Training Council Social Justice Committee.
Ken’s expertise extends to Rhode Island, where he managed a similar project, co-authoring four reports and investigating disparities in 12 municipal police departments. He has also consulted for states like California, Colorado, Maine, Nevada, and Oregon on traffic stop data collection programs, assisting in system design, racial disparity analysis, and training programs to address implicit bias in policing.
