Project Goal(s)
The Performance-Based Accountability (PBA) initiative works with Youth Service Prevention (YSP) grantee(s) to measure and demonstrate programmatic impact. By adopting a performance driven approach, the initiative will empower grant recipients to highlight the positive influence their programs have on youth and communities in Connecticut.

Collect Data – Implement a robust data collection, analysis, and reporting framework.
Enhance Capacity – Strengthen programs’ capabilities to plan, execute, and evaluate initiatives.
Improve Performance – Foster continuous improvement through data-driven decision-making.
Project Phases

PBA Framework
The PBA model will support the tracking of key indicators at the population level and performance system, provider, and program level related to improved youth outcomes, safer communities, increased resources, and stronger partnerships.
Clear Data Collection and Analysis: Providing organizations with the tools and training to gather and use meaningful data on youth needs and program outcomes by enhancing evidence-based PBA skills, data utilization, streamlined reporting, and using results to seek additional funding sources. Ongoing Training and Technical Assistance: Equipping organizations with the support they need to effectively serve youth and measure their impact. Diverse Menu of Performance Measures: Allowing for flexibility and customization based on the specific services provided to meet the various needs of the community and measuring success as identified by the programs themselves.
Expected Outcomes
Improved Youth Outcomes: Reduced violence increased positive behaviors, enhanced well-being. Safer Communities: Decreased community violence strengthened community connections.
Increased Resources: Greater access to support services and opportunities for youth.
Stronger Partnerships: Enhanced collaboration between organizations community stakeholders, public policy colleges like The University of New Haven and state agencies.
Strengthened Organizational Capacity: Organizations will be better equipped to demonstrate the value of their services and secure necessary resources.
Improved Program Effectiveness: Data-driven insights will enable organizations to refine their programs and maximize their impact on youth and community safety. Enhanced Community Understanding and Support: Demonstrating program success will foster greater community engagement and investment in youth prevention.
